"Imperial Shit-shoveller" is a self-mocking nickname used by cat owning Chinese netizens. Due to the nature of cats, many cat owners found themselves serving their cat like an imperial servant serving their emperor, and half jokingly started to refer to their cat as "Master" or "Emperor".
A servant needs an honorific title that not only fits his job, but also appropriate to his master's title; and since the cat is Emperor, the best fitting title for his servant is Imperial Shit-shoveller, which is what he does most often anyway, cleaning up cat litters.
