This is somewhat hard. A transliteration of his name would be "Tsumi ga Batsu(sic) ga". The artist is Chinese, and he messed up by using the (simplified) Chinese “罚“ instead of the Japanese 「罰」. "Tsumi ga Batsu ga" also roughly translates into "Crime is Punishment is", which doesn't really make sense as it is a sentence fragment.
Still, since we don't have anything else to work with, I guess Tsumi_ga_Batsu_ga could work.

三千百四 is 3,104 in Kanji form, it could technically be written out san zen hyaku yon, but the numeral format is more concise.
