Deprecate & nuke "Too many Pikachu"

Why Pikachu and only Pikachu is having its own too many tag subset? This feels like a bloat tag and it should be get rid of.

Because Pikachu is one of the most popular characters (even among normies), and episode 2 of the Pokémon anime features a bunch of chubby Pikachu being used as a power source.

The fact the concept has been drawn over 79 times probably justifies the tag.

Tag could maybe use some gardening. I'm not sure if I'd consider 4 or 6 pikachu to be too many (post #456254 post #554884), but there are definitely others that are definitely too many pikachu.

I'd keep it on the latter but remove it from the former. Sometimes "too many" applies when there's an overwhelming amount to deal with, which especially applies here as they're overflowing the box, don't fit, and then some.

The bulk update request #35057 (forum #328450) has been rejected by @evazion.

The picture being filled with Pikachus is the entire point of most of these posts. Nuking this tag would be nuking the single most important tag on the post.
