revisit lack of serafuku -> sailor_collar implication

create implication serafuku -> sailor_collar

looking at old topics like topic #5703 and topic #14897, it appears it used to be site policy not to tag sailor collar on serafuku posts, which was overturned in the second topic. at this very moment, the search serafuku sailor_collar stands at 133704 posts, serafuku stands at 316185 posts, and sailor_collar at 275967.

the reason for the lack of this implication was directly stated in forum #195697, as follows:

[...] serafuku not implicating sailor collar because it can still be recognized by other minor details [...]

with an allegorical example for dress shirt also being brought up in that topic:

The most glaring issue I see with this implication (which I realized shortly before I posted it) would be the kind of posts found at dress_shirt lower_body solo but I wanted to submit it anyway to see what people thought.

in lower_body serafuku -sailor_collar, most posts are in my opinion unsafe assumptions given how school uniform designs have exploded in the last few years. post #7297289? striped sleeve cuffs and ends can be found on non-sailor school uniforms like yurigaoka girls academy school uniform or daito academy school uniform. post #1509021? a school uniform with a neckerchief might be something like tsukinomori school uniform or mari (headspace)'s outfit. post #2207794? that's just pleated_skirt miniskirt kneehighs

similarly, for examples that show upper body yet where the collar would be shown there is something obscuring it like a scarf, like post #8262627 or post #7659710, well - how do you know it's a serafuku, if not by guessing based on character?

I wasn't there during previous topics so I'll just lay out my arguments here:

The problem I find is that post #7297289 still has all the definining color patterns of a serafuku (white shirt, blue sleeve cuffs with white stripes, blue skirt). The collar isn't explicitly shown but given the absence of any indicators that it's not a serafuku, it seems pretty boneheaded to pretend that that image isn't depecting a serafuku.

I also do think posts like post #8262627 are to a certain extent valid. For example, if a character is known to wear a coat, tagging all upper_body posts with jacket "because we can't see how far down it extends" seems pretty counterproductive to me. It just leads to you needing 2 tags to cover that character instead of one. While searching coat vs jacket is probably a bit less likely, if I'm searching mysterious_heroine_x_alter_(fate) serafuku I'd be somewhat annoyed if I later found out I had to make it ~serafuku ~scarf instead, especially with characters commonly depicted with winter clothes like in this example. It's not as bad when there's a named uniform tag, but this isn't usually the case.
