Both tags are used for the same thing.
Technically, animal_collar also means collars with fastening other than buckle, like side release buckle and hook-and-loop fastener, though such ones don't seem to be tagged with animal_collar.
I think these tags should be merged into belt_collar because it has a more neutral and self-describing name, and animal collars that aren't belts should be tagged as other type of collars.
