Merging belt_choker with belt_collar

create alias belt_choker -> belt_collar

Essentially they are two tags for the same thing for no reason.

Unless there's a leash attached to it or it's on an animal I can't tell them apart.

In theory animal collars have name tags and you could have also a spiked collar + animal collar but the usage of all 3 tags is very inconsistent
