It's probably because no one has cared to imply them this entire time, as tokusatsu sort of in general doesn't get as much attention as it deserves in Western weeb circles.

Also, Rising's tag is Ultraman: Rising, with the colon.

Hmm...I see your point, matey. But still, this is something that need to be addressed. Kamen Rider, is also kinda niche in general, but when it comes to toku fans, that franchise gets a lot of attention, more so than Ultraman and maybe even Super Sentai, by toku standards. I mean, it even got the implications, for goodness' sake! I think it's high time that everyone opens up to Ultraman and give it the treatment and respect it deserves, the same way Kamen Rider does. In fact, I was thinking of raising awareness for this franchise, recommending the franchise to many people, it's easier said than done, but it takes some time. I'm sorry if I went on a brief tangent there, but you get my point. If someone actually does link the entire franchise altogether, I would be very grateful of that someone's help, if we're lucky.

When it comes to Kamen Rider, you also have to consider the Danbooru factor - how many folks are actually behind it on site, and how that influences other users on site. You look up the post report for the past 19 years of the site's existence, and compare Kamen Rider to Super Sentai and Ultraman and you'll see that KR had uploaders that were representing it strongly at various times. The first set of KR implications were made at the tailend of the first KR boom (topic #11793), and as a result of precedent, those implications continued (topic #14577, topic #21918, topic #27030, topic #27135), some likely as a result of the second KR boom we're in right now uploader-wise (though it is worth pointing out some stuff has slipped through the cracks, ala Shin Kamen Rider Prologue, the 1992 movie). And this isn't even getting into crossover/reference potential, since there's stuff on Danbooru that would otherwise not have much representation getting boosted because an artist drawing a more popular/weeb mainstream copyright decided to do a bunch of art referencing lesser stuff with said copyright.

All of this is to say, if you want greater representation for Ultraman (and Super Sentai) on Danbooru, you need folks who actually upload fanart of either on site and get people interested in the franchise enough. The only one who can change the amount something is represented is, at the end of it all, you, and many an uploader today who is at user level Builder or Contributor started out with focuses such as that. So pull out your Beta Capsule, and raise your fist into the air, the Ultras need you. Aside from raising awareness directly, just increasing passive representation can play a role in raising awareness for the franchise (and might make it easier to present freely-available English subtitled copies of full Ultra shows on YouTube by way of Tsuburaya).

Is there a reason why tags like ultraman dyna (series) have a series qualifier? Why aren't they just ultraman dyna? We typically use the series qualifier when we have multiple tags for specific seasons or subseries and it would cause confusion with those, but this does not seem to be that case.

When I originally did the implications for the Ultra Series, I was going to include the rest of the spin-offs, movies etc. But I was forced to cut some corners and not include them, 'coz the wiki pages for those aforementioned pages weren't ready. And I was a lil' burnt out by the time I had finished the original forum post.
Oh, you gotta include Hanuman vs. 7 Ultraman, Ultra Fight (the 70s series), Ultraman: The Adventure Begins (or Ultraman USA), Ultraman: Towards the Future (or Ultraman Great), Ultraman: The Ultimate Hero (or Ultraman Powered), ULTRASEVEN X, Another Gene (the Geed spin-off comic), the TDG trilogy movies (Tiga & Dyna, Gaia: Battle in Hyperspace, and Tiga: The Final Odyssey), and the Darkness Heels spin-off media. I think that's the extent of it.

There's no need to apologize for 'cutting corners' or for 'piling this onto me'. As a Builder, it's my duty to help 'build' up what we have further and further, so that not just those here right now can use the website to its fullest extent for their preferred properties, but for those yet to join us and contribute. You cannot pile onto someone something they themselves chose to take the burden on, and each small step taken for whatever your interest is aids no matter how slow you take it. Never allow your work to feel 'too strenuous', for then you allow yourself to be burnt out by the process. Take your time, for I can see the Ultra Series' Hero is finally here, ready to get to those tags and getting their implications going when it is time.

Not an implication, but may as well do it here. Joneus' name is ジョーニアス, and it is fairly common to render it as 'Jonias' (or 'Joenias'), however Tsuburaya themselves have stuck with 'Joneus' as the name's romanization, so it'd probably be a good idea to reflect that here.

On a semi-related note, I've been contemplating on whether we should have a series copytag for Ultraman Zero, to encompass Ultraman Zero The Movie Choukessen! Belial Ginga Teikoku and Ultraman Zero vs. Darklops Zero, for organizational reasons, before remembering that I had the same thought for the Ultra Galaxy Fight mini-series, Ultra Galaxy Fight: New Generation Heroes, Ultra Galaxy Fight: The Absolute Conspiracy, and Ultra Galaxy Fight: The Destined Crossroad, to clean up the copytags on those posts given how some posts have two or even all three tags. And then I remembered that Zero debuted in Dai-Kaijuu Battle Ultra Ginga Densetsu The Movie, which is a movie following after Ultra Galaxy Mega Dai-Kaijuu Battle, and Ultraman Saga is often lumped into the "Ultraman Zero" series canon...

So I want to make a formal proposal here to create the Ultra Galaxy (series) tag, which features Ultra Galaxy Mega Dai-Kaijuu Battle, the Ultraman Zero series, and Ultra Galaxy Fight. What links these three segments of the Ultra series together is an eye towards fan service, with Dai-Kaijuu Battle's focus on kaiju battle, Zero, son of the popular Ultraseven, fighting with other popular Ultras and being himself popular, and Ultra Galaxy Fight being a massive crossover event - in all but the original Dai-Kaijuu Battle is Zero a prominent character.

Yes, I think you should do it, it is kinda interwoven with one another, as they all do share the same elements. TV Tropes even clumped most of the Ultra Galaxy/Ultraman Zero related media together into one era, not making this up though.
On a side note, would it be a stretch if Ultraman Geed actually counts as part of the Ultra Galaxy/Ultraman Zero mini-saga?

That aside, I fully support your idea to link them all up.

It's definitely connected enough, but Ultraman Geed not only got its own movie in the form of Gekijōban Ultraman Geed Tsunagu ze! Negai!!, but a spin-off manga in the form of Ultraman: Another Gene, so I think that warrants Geed having its own series tag distinct from Ultra Galaxy. It would probably be more appropriate to just say it's one series spawned from another, and leave it at that.
