Deprecate off-shoulder_jacket/coat

Compared to the other "off-shoulder" tags (ie. off-shoulder shirt), these two tags are the ones that a majority of the userbase seem to struggle knowing how to use correctly, frequently misinterpreting the tags as open/partially open jackets/coats simply hanging off the arms, as opposed to a jacket/coat with a low and wide-cut neckline. After over a year of gardening and correcting other users, I think these two tags are beyond saving at this point and should just be put out of its misery, at least until we can really find out a better name for these tags so that it can be repaired and less prone to mistags (topic #19916).

We should come up with a tag for them before we deprecate them.

It may not be the entire solution but:
Doesnt at least part of the mistagging come from there not being an obvious tag for jackets/coats hanging off the arms (except jacket partially removed)? I see in the topic you linked that shoulder slip was proposed. i think adding such a tag, or even better, tags like jacket slip and cloak slip (in relation to the already existing strap slip and then aliasing for example jacket slip to jacket partially removed, all around making it easier for mistaggers to stumble upon more appropriate alternatives, would already make them a little less likely to turn towards the off shoulder tags, or am i being too optimistic?
