This is a tricky case. It is not a "named outfit" in the sense topic #17377 and its associated wiki page are talking about. It's just an alternate outfit artists started drawing and Danbooru users started tagging with an arbitrary name.
It seems like the pixiv tag for it is "着物勇儀" (Kimono Yuugi.)
That said there's no real reason not to tag it, especially given the named outfit precedent, other than 'endorsing' tags like this could possibly lead to a slippery slope where people start tagging minor outfit variations between other Touhou games and quasi-official appearances, and Touhou posts get flooded with chartags.
To me it really it just illustrates the need for an outfit/variation tag category or something.

+1 to the idea (although, of course, the fate series gets in the way because variations are almost always separate characters...)
I was raising this argument because (XB1 spoilers) mecha-fiora_(speed_armour) was treated similarly.

We also have Yomako and Space Yoko. I think if the outfit is distinct enough and recognized by fans enough that it gets fanart, it's worth being a character tag. Being officially named in some capacity is a bonus.

This is probably a relic from the days when Ex-Keine and Ex-Rumia were general tags based on the same logic of "they're not real characters and they're not officially named so they don't deserve character tags". We eventually got over that because it sucks to have character-like tags hidden the gentag list.
