Useful implications that are self-explanatory.

"lower body" and "upper body" are too broad, it means anything and nothing. Especially in the case of hands, which can be positioned below the waistline.

cum on chest is aliased to cum on upper body, but we have cum on breasts as a standalone tag. Do we want to rename cum on breasts into cum on chest so it can be applied to males too?

I would leave it as is. Cum on breasts and cum on male chest are quite different and conflating them would just lead to people complaining. If we want to tag cum on male chest, then we should just make a new separate tag for it.

Given how such imagines have it splattered everywhere all I see this as accomplishing is unnecessarily inflating the number of tags a post will be given for the sake of having excessive tags. As such I don't see the value in undoing this, so -1.

I agree with the point that cum on upper body and cum on lower body are vague to the point of being useless. It also seems strange which tags we have allowed body location tags for and which we haven't. Why do cum on breasts, cum on ass, and cum on stomach exist, but cum on feet is aliased to lower body? While the line between 'excessive' and 'acceptable' is subjective, I can't see the argument in favour of these being all that different.
That said, I can't think of a great solution to the issue that doesn't inflate tag counts on individual images. I'd be interested in seeing a more recent discussion along the lines of topic #2752.

There's good number of "cum_on" tags that are unnecessary so I'm totally in favour of them being aliased, but with tags like cum on breasts, cum on ass, and cum on stomach, they are more frequent and common to appear, and have more connections to other tags, for example: cum on breasts is very associated with paizuri, and cum on stomach with after sex; they have more relevance than cum on ear, back, armpit, hands, etc. That is of course, my opinion.

If it's about association, cum on feet would be relevant to footjob, cum on hands to handjob, and cum on thighs to thigh sex, cumdrip, and after sex. Handpicking a couple and deeming them "more relevant" as fetishes doesn't really work in my opinion.
Why do we have cum in hands as a separate tag if cum on hands is aliased. The latter should just exist by itself, given how common handjobs are. Many of those "cum on_" tags definitely aren't necessary, but I think we've been a bit too strict in aliasing some that actually have value as separate tags.
Looking at the guidelines in the wikis for cum_on_upper_body and cum_on_lower_body, there is no consistency between them and the more established upper_body (and subsequently, lower_body) tags.
The upper_body tag has existed since almost the beginning of Danbooru (though back then it was known as bust) and the wiki states that "upper body" is considered as "approximately from the navel up", while lower_body's wiki states that "lower body" is considered as "approximately from the waist down". Contrastingly, cum_on_upper_body states that it is for cum "on the upper body (arms, chest, or head) of a character" and cum_on_lower_body is for "cum present anywhere on the body below the chest". Both of these "cum on x body" tags have different guidelines than the upper and lower body tags - the split between upper_body/lower_body is at the navel, while the split between cum_on_upper_body/cum_on_lower_body is between the chest and the stomach. This disconnect is probably a big part of the reason why these cum tags have no meaningful distinction.
I can see people arguing that the stomach is part of the upper body, but I can also see people arguing that it is part of the lower body. As such I don't think it should be considered as either because people will never reach an agreement on the subject, which means cum_on_stomach should be something of a no-man's land - not cum_on_upper_body, but also not cum_on_lower_body. This does not exactly mirror the guidelines for the upper_body and lower_body tags, but since they are different kinds of tags (image composition vs object tagging) doing so would serve no purpose. What it does accomplish is standardising the general measurements for the terms "upper body" and "lower body".
As for which tag cum on hands/arms should get, I'm of the opinion that anything above the elbow should be cum_on_upper_body while anything below it shouldn't receive either tag, as they rest near the hotly-contested stomach area. Even if we decide it can potentially count as both "cum on x body" tags because the forearm and hands can go both above and below one's navel, this still means that it cannot be aliased to only of them. At the very least, the alias for cum_on_hands need to be removed.
Sometimes it feels like this reasoning of trying to lump everything together is taken to the point where it becomes pedantic.
Do footfags really care about cum on thighs? Do people who get off to armpit sex want to see cum on stomach or chest when they search for their fetish?
Trying to fit everything into extremely wide categories ends up having people create alternative tags to get around stupid rules.
All of those aliases are avoided one way or another currently - I just found out about after footjob as well which goes against the cum on feet alias. What's the point of having aliases people actively go out of their way to circumvent?

It seems like we are going to recreate some of these tags, so will it be cum on feet, cum on hands and maybe cum on armpits? Tags for cum on every single body part is excessive and unnecessary, but these three seems to be the most relevant ones that would be worth to be tags.

cum on hands already exists under cum in hands, so it's more of a matter of fixing the alias. There's also the question of whether we want to merge cum on feet with after footjob.

I'd say an after handjob tag has its merits, since it could involve not just cum_in_hands but also stuff like facial and cum_on_breasts (e.g. post #4124977)
Cum_on_armpit and cum_on_feet are two specific tags for well known fetishes (armpit fetish and foot fetish), so they definitely should be separated.
Cum_on_stomach is already in use, so moving cum_on_belly alias to it is just a technicality. It won't increase the number of active tags.
Same is true for cum_in_hands and cum_on_hands, moving the alias won't inflate the number of tags in use.
Btw, I think that cum_in_hands is a better name for the tag since it's more specific. Cum_on_hands can be misunderstood to mean that it is for cum anywhere on the hand, which is not what we need.
Two other tags that I think should be separated are cum_on_back and cum_on_thighs. Cum on back is quite similar to cum on stomach, just the preceding sex position is different. And cum on thighs is related to several fetishes like cumdrip and thigh_sex. But it seems like these two have less support.
