create implication shark_tail -> tail

A pretty straightforward implication. Other animal tails imply tail, so shark_tail shouldn't be an exception when in all the posts tagged with it, it's shaped like an actual tail and not just fins attached to a character. Examples include post #3844628, post #3555495 and a fair amount of Gawr Gura posts. (post #4110570, post #4110399).

As long as there aren't any mermaids with this tag, I don't see a problem with the implication.

To discourage misuse, the shark_tail wiki should follow the template set by fish_tail. We don't want people using the tail tag for "tails" that completely replace a character's legs and pelvis (topic #11605).

There currently aren't any posts tagged as both shark_tail and mermaid/merman. I can rewrite shark_tail's wiki to be more specific. I just threw something together just in order to make this BUR since the tag didn't have a wiki.
