According to the wiki, the tag is specifically for characters who have normal legs and a fish tail where a normal tail would be.
It says NOT to use this for mermaids.
It follows the same formula of "animal name" + tail we use for many other "tail" tags.
I think it's pretty intuitive to assume that it works the same way as cat_tail and other tags, and some tag clean-up is necessary for fish_tail.
Looking through the tags, a lot of the mermaid fish_tail was done by 2-3 people.

Sorry, I didn't check the wiki this time, and instead just checked the images under the tag.
As Toks mentioned, a large portion of the images are of mermaids. If those are purged from the tag, I'll have no issue with the implication.
