Not as sex is defined here.

sex uses the narrow definition of sex (penetration only). group sex, happy sex, and stealth sex use the broad definition (any sexual activity). clothed sex should use the broad definition too, for consistency with the others and because it has plenty of non-intercourse posts already (clothed_sex -sex).

The second one does look like off-shoulder_shirt, but I think the first one is shoulder_cutout since the strap is pretty prominent there.

Not sure if there is a name for it.

I think that's called a shredded dress but we don't have a tag for it. Closest things we have seem to be open-back dress, side cutout, maybe center opening.
