I think it's just black socks + see-through legwear, since that clothing tag is used regardless of the material.

They're known as foam play mats, but it seems the tag to use is foam_mat.

You should probably ask @Laponette themself about it. Looks appropriate to me. Also artist himself used 男の娘 in commentary of post #8593179 featured the same character.
On the other hand, are you sure he is watching television?
