The character animation would qualify it as looping animation, but I'm unsure if it applies, as the background is not looping.

Pretty sure it is. I'm assuming that the devs commissioned various illustrators to conceptualize a Halloween costume for Lich. This one wasn't chosen, according to the artist's tweet.

Though i wonder if there is any tag or even pool specifically for those cases of not-quite-official alternate costumes

I was completely unaware this was a thing honestly. Before getting builder status, I never came across any post under censored tags in a way that let me see the tags of said post
