I came up with a hair tie or hair scrunchie, but the wiki describes these are elastic.
I'm not sure the thing on the post is just a twisted cloth or an elastic band.
Hair ornament is only for a hair decoration neither.

I'm not sure how to tag this background aside from the colors. It feels very specific for "depressing" theme, and I think it's pretty common.
I think I see it often for when a character is sad, stress, or depressed.
