Looks like a bandana to me. I found that bandanas tend to have a more "form fitting" look to them (if that makes sense). Head scarfs tend to be more free-flowing. You may be able to get a feel for this by browsing pictures of Haniyasushin Keiki (who is usually tagged with head scarf) or Bandana Waddle Dee (who's name is self-explanatory).

As of now the best way to tag those dresses and skirts a see-through layer is to combine layered skirt/layered dress with their corresponding see-through tags, but i personally think we're well past the point it's good enough, especially as this specific style of clothing design is well established and also i think it's not the best thing to just dump this into the current see-through tags that are mainly for actual see-through clothing with no intergated opaque layer (or at least they should be), maybe a new see-though layer clothing tag or something of the sort?
For the flowers on the first post, i created embroidered skirt (embroidered dress as basis) and floral embroidery (floral print and embroidery as basis)

I thought the sleeves also have an inner opaque layer but I could be wrong. And I agree that putting them with actual see-through clothes is a bad idea. Maybe see-through overskirt, see-through oversleeves? Though it's possible to have an actual see-through overskirt. See-through skirt layer?

Not a fan of the use of "overskirt" in the name, as an overskirt is a clothing piece separate from what is worn under it, but so far, all instances of an upper see-through layer i've seen (both irl and in art) were just a single piece of clothing having a see through layer; so See-though skirt layer is already much closer to what a working tag should be called. Thing is i'm not sure how worth it is to just make separate tags for skirts and dresses specifically, that's why i suggested see-through layer clothing earlier, because it lets it work wether it's a skirt or a dress (or whatever other type of clothing we could suddenly discover with that too, i wouldn't be too surprised to see shorts like that someday). Another name with this same use leeway could be layered see-through clothing. Don't know if there's any more concise name for this.

That's also my concern with "overskirt", I'm fine with the other options, but they're still a bit wordy. I prefer giving different articles of clothing (such as sleeves) separate tags so we won't need to go back and sift them one day. As for the skirt vs dress thing, we've had tags named "x skirt" despite being an umbrella for dresses too, like skirt hold and skirt basket, so that's not a problem, just specify it in the wiki. The only thing I can think of that might lead to a dress tag is potential dresses having the sheer layer cover both their top area and skirt area, that would be an actual *dress* layer. But I guess we can worry about that when we actually find an example.

that's true, i forgot about the use status of skirt hold, then i'm fine with see-through skirt layer and garment-specific tags, including for sleeves (as long as it's kept for unambiguously layered sleeves where we can clearly see there's another layer below the see-through one)
