I think tied up used to be an alias for bondage but was removed...uh... maybe. Well anyway, it doesn't have to always be bondage to be tied up, since bondage usually carries sexual connotations with it. There is also a more used tied tag as well.

If I tie you up, it's not necessarily bondage.

If I use a ballgag on a girl, it's bondage but not tied_up.

They're pretty strongly related, but there are situations where one applies and the other may not.
