I'm curious as to what oonsistant uploading actually means. Would uploading like twice a week constitute consistant uploading or daily? Or does it matter about the quantity, or perhaps quantity over time?

Did you read that in about:upload limits. That's the only page that mentions "consistent uploading" and it was written by another user.
It is no way required for you to meet any kind of upload quota to be promoted.
This is more useful help:users.
Note that there is no automated system, so being "noticed" can be a bit random. So one person with 200 good uploads may be promoted early, and another with thousands of uploads may be overlooked for some time.
Of course, having a low percentage of deleted posts helps.

I believe he was being sarcastic.
Consistency here isn't a factor of time, but quality. Having good posts is good, but having it where the vast majority of uploads are either of good or excellent quality is pretty important.
Having some good posts, and some bad ones, is fine, especially starting out with uploads, but uploading posts that range from good to awful isn't good, since that means that posts from that user to have to have some oversight.
I'd say that the best way to maintain consistency in this case is to focus on posts, especially when you're beginning as an uploader, that are really good in your eyes and try to think why they are appealing. As time goes on, you'll be able to have a better idea of what to do when an image is borderline.
Don't be afraid to ask janitors if you really like an image, but want to get some feedback on what they think and why. This is a really good habit to get into prior to dumping galleries, that way you don't get stuck with a lot of images that won't be approved.

And not ironically enough, I can vouch for this. Posting early gem and rare gem like such as Trigger Magazine stuff helped me get 2 positives.
If anything, go for the gold, the great stuff that people missed. You might not get recognized right away, but once you do, you'll get there more or less faster.
I'd recommend looking for a mentor as well. That's what I did when I first started uploading. Someone who can teach you how and where to look for images, how to tag proficiently, and so on. Generally someone who is a Contributor or Builder.
Eventually (generally), the longer you upload images, the more refined your sense of quality becomes. For starters, I suppose you could look at what Contributors are uploading and follow the image that you like to its source, like pixiv, twitter, seiga, nijie, etc... It'll get you started on things to upload. After that, you can start digging deeper for people that haven't been found yet (Though this is getting harder and harder).
If you are really having trouble finding images, you can message me. I tend to hoard a huge amount of scans and images from various sites that I told myself I'd upload or fix in photoshop eventually, but never get around to. I tried to share the load before three times, but none of them went very well.
The reason "consistent uploading" is mentioned is probably because you have an upload quota and so the best way to work up a big number of uploads is uploading a few every day. What is more, that allows you to search for new images on Pixiv in tags you are interested in and pick the good ones.

Actually this is a bad idea since quite a few contributors being excepted from mod queue are abusing this privilege.
If you want to learn what is good to post then it's much better idea to check what's being posted by basic members and accepted by mods.

Well just for load sharing purposes while you try and fix some stuff (i'm horriburu in Photoshop when it's everything else except game modding), i will still look thru them if i like them or not.

This might be true with the large influx of newly-promoted Contribs, but I find that most of the long-time Contribs have a good sense of quality. There are some gems within the basic members, but I'm usually unimpressed by what they upload (Though this can be an issue of personal taste).

For me "consistent uploading" means either one or both things, namely "Quality" and "Quantity". I am sort in the middle...
Well as for the latest influx of contributors, my only gripe is that at times, they only upload possibly for the sake of fulfilling doujin lines or something- no offense to them- i would appreciate if they uploaded something else for a bit.

Hm, no, it's been always like that since I can remember.
Don't get me wrong - there are tons of good stuff posted by contribs here, but doesn't change the fact there are also hundreds if not thousands of contrib posts which are "aggresively mediocre" [tm] at best and wouldn't be accepted if they had to go through mod queue (or would be only very occasionally).
That's why it's not a good idea to recommend them as an example for beginner.

There exist long-time contributors promoted back in ye olden days when quality standards were very different, and also contributors promoted before they uploaded any images at all for some weird reason. I've occasionally seen some of them upload relatively bad art like a new user. It's not super common from what I've seen but I wouldn't blindly trust that everything uploaded by contributors is good.
It may be a better idea to look at images uploaded by janitor+ users, or the score of the post (which takes into account multiple people's opinions instead of one).
