[bulk] Military headwear reorganization

ghostrigger brought up this issue 2 years ago and bumped it again 5 months ago but the discussion stalled. I came across the same issue today and took his proposal pretty much verbatim.

This proposal requires no change in tagging behavior. People are already tagging peaked cap and dixie cup hat far more than military cap and military hat so this doesn't change the status quo.

A general catch-all military hat is needed because:

1. Artists will always come up with creative military headwear that doesn't fall into the purview of peaked_cap, dixie cup hat, and other real-world military hats.

2. Beret is sometimes used a military headwear, but there's no standard way to tag that currently. beret + military hat can be used under the new system.

3. Most new users won't know what a peaked hat is, so military cap and military hat will keep getting populated anyways.

This is just a proposal. I'm happy to change it or scrap it entirely based on what you guys think.

Sounds reasonable. I'm gonna say +1 on this, just because it sounds like the thread stalled earlier because nobody cared enough to say anything.

I have to reject the "peaked_cap -> military_hat" change. As indicated by the Wiki on this site and also the other wiki, the Peaked cap is not exclusive to the military service, and is used by civilian agencies such as police forces.
