remove implication hard_translated -> translated

The translated tag only applies when a post has been translated into English. The hard_translated tag applies whenever a post has been hard translated, even when the destination language was not English, so this implication is erroneous for non-English hard translations.

I support this, its also valuable for cleaning purposes since translated and hard translated works can be more easily separated and, when possible, deleted.

Additionally, even when the destination of the hard translation is English, it's possible for it to only be a partial hard translation, so the translated tag still is not appropriate in these cases since it only applies to complete translations.
