What makes a questionable?

I'm asking because of this:

Looking at it twice, I'm still not exactly sure what makes this deserve the questionable rating.

I normally expect questionable stuff as having exposed/nearly exposed breasts/other body parts, or certain actions that imply something questionable, yet in that picture Sakuya isn't too overly exposed. What am I missing in this case?

As a final note, I still don't know either what goes on the forums and what doesn't. Is asking about this allowed?

Yes, but there is a "ratings check thread" for exactly this situation: topic #8495

on topic: it has (sexual) bondage, but this image looks r:safe to me.
but it was only uploaded half an hour ago, and since uploads default to the questionable rating, you'll find a lot more images falsely rated questionable than falsely rated safe/explicit.

Does sexual bondage make and break it, according to the rules?

Just like you've said: She isn't really exposed in the image. Breasts and genitals are covered. It's pretty tame.
There are a lot of rating:s bondage images like that.

Okay, so I'll go ahead and change the rating, but I'm not sure if it's really that easy...

Well I did it anyway and I have no control of the consequences. Besides, it's quite tame compared to the ones just before it.

Well if you were going by the rating guidelines then it would be questionable:

• Questionable
• Bondage, spanking and more general BDSM activities without insertion or bodily fluids.

As S1eth pointed out the image is sexual bondage, and she is almost half naked too.

If it was just someone bound but without any sexual implications it would be safe. But between the blushing, cleavage, and pantyshot along with bondage it seems more questionable. I guess rating it safe isn't completely out there though, it's a bit borderline.

Well how many other "safe" works do you think are on the borderline?

I made it back to questionable until further notice.

Probably a lot. post #1695364 is a good example. It was marked safe by the uploader, but given the pose and the pretty small bikini, I think its more appropiate as questionable.

As for borderline, I say the key is how much detail there is and the nature of the image (having a woman in a bikini is one thing, having a woman in a bikini eating a banana in a suggestive manner while it improbably spills everywhere is more sexual).

I personally think it would warrant the safe tag. As we know, the safe rating on DB isn't the same as being sfw, and I think that image would fall within the purview of tasteful swimsuits (Though that subject is really an opinion-based decision).

I understand.

For me its that the clothing exposes most of the breast sans the nipples. If it were to cover more of it, it'd be fine.
