Changing the pool creation process

Off the top of my head and from what has been already mentioned:

• Forcing member-level users to explain their reasons for wanting to create a collection pool (the forum thread creation thing RaisingK mentioned previously)
• An interface that makes it harder to mislabel a pool (maybe something like having to choose a category to make a pool instead of having series chosen by default as it is now, and asking for confirmation afterwards)
• An explanation of how pools should be used (like a big fat link to howto:pools or smth)
• Last but not least, a purge of junk pools to show pools are taken seriously.

Did these two. There will be a "read the pool guidelines" notice on /pools/new and the Category dropdown won't select anything by default.
