animal_hood implications

create implication cat_hood -> animal_hood

There is an existing cat_hood->hood implication which the above will make redundant.

The point of *_ears tags is to tag humans with *_ears attached to their head, not to tag accessories which may or may not be worn by anyone.

Then there's quite a bit of tag cleanup to do. I was going off of current usage.

I guess the issue with cat hood as far as clean up goes is taokaka and cosplays based off of her.

From the cat_ears wiki, "...or wear as a fashion accessory...". I don't recall us ever establishing animal_ears as being strictly for anatomically attached ears.
