Oops, I missed that "This tag has been aliased to hands_on_another's_chest."
Though it still seems to support my idea - the two are split into *another's* and *own*, like holding hands and own hands together could be.

Like holding hands and hands together. Not like the name really matters, we can already tell from your hands_*_chest example that 97% were about touching the own chest.

"own" and "to" are pretty much the same thing, but were used for two different purposes. In this case, the tag names became very confusing and were renamed to better fit their purpose. What I'm getting at here is that the hands_together - holding_hands relationship is both not confusing and consistent with other "body_part"_together tags.
