Might not be typical, but I think the problem is just over thinking about it. In the end the design would still require it to be made of fairly firm material like a C-string, since the only way for it to stay on even with the parts that fit around the waist would have to be firm and retain a specific shape. The only addition the waist part does provide is increased support for it to stay on and nothing more.
Furthermore, if this is the only image of this character in this outfit, there isn't enough evidence to provide that the back of the bottom actually goes up and connects with the waist portion.
I guess perhaps call it something like a strapless_bottom? Use it for pieces of clothing where the piece could only stay on either through an internal framework in the piece so that it retains a specific shape or through adhesives (and would not qualify for maebari).
True, but we have nothing presented to us in this image that can make us assume it's physical impossible. Unless you can bring up any images showing more of this outfit, there will never be enough info on whether what she is wearing is or is not possible. What is known though, by what is shown does not lie within the realm of impossibility and can be fully explained by things physically possible.
I like strapless_bottom, too. General enough that, should the situation warrant it in the future, it could act as an umbrella tag for more specific clothing articles.
