Know Your Meme says it was created by Tina Fate in February 2021. The Cio post dates to March 2022. Either way, I don't think it should be qualified by the artist name. It's like Bowsette, it's a meme character that took on a life of its own outside the original creator.

I think it's worth noting that despite Tina Fate's version being first, we have zero examples of it on-site. Cio's is almost the only design for the generswap we have, and it's obviously the design that actually took off. The wiki even specifies that it's specifically for Cio's design, not all Eggma'am designs.
