I don't see how someone could mistake upturned eyes for tsurime unless they take "upturned" to mean "the outer edges of the eyelids turned upwards", which doesn't seem to be a common mistake.
Calling it upward glance seems weird. It's not a quick glance, it's the gaze being steadily directed upwards.

Sideways glance posts sometimes show the gaze being steadily directed to the side. Or rather, you can’t tell either way in a lot of posts.

I also thought it meant looking up, like it says. There are even images on the wiki. When OP said it meant tsurime I was so confused lol people are mistagging this?

Upturned eyes actually means tsurime though.
