Should be more concise and straightforward. If that fails, then new_york_(state) should at least be an alias.

New York State serves the same purpose just as well, adding the parentheses makes it just qualified for the sake of being qualified.

While not a specific issue with New York, using qualifiers for US states is probably a good idea for consistency as there are those where if we simply used a <state name>_state approach could run into confusion with major state universities located there. For example if you used Florida_State or Arizona_State it could risk confusion with Florida State University and Arizona State University respectively as they are commonly referred to simply as Florida State and Arizona State. This would most likely occur if there ends up depictions of university sports teams, particularly ones for American Football.
Given we have tags like Amtrak, it really wouldn't be surprising ending up with things like university sports team depictions at some point.

What is the point of setting up a tag with a qualifier as a utility alias when this is just the exact same tag with parenthesis? There is no way you or anyone else are spending more time to type that out. Just like the initial BUR is qualifying for the sake of qualifying, this is aliasing for the sake of aliasing. This doesn't make it concise or straightforward because either way all that changes is the application of brackets. New York City will still show up first in autocomplete.

New York State is fine. This is what it's commonly called in real life to distinguish it from New York City, which is also officially called "New York".
Just because some states are qualified with *_(state) doesn't mean this one needs to be too. And likewise, just because this one is written as *_state doesn't mean the others need to be too.

I feel that it would make things less city-centric, for lack of better terms. Perhaps make New_York a disambiguation page and deprecate it by association?
