okobo implying platform footwear

create implication okobo -> platform_footwear

self-explanatory

Sometimes the soles aren't that thick, or the tag is used for non-traditional okobo-inspired shoes like Yae Miko's footwear that aren't always drawn with platform soles. Although I guess in those cases they shouldn't be tagged okobo to begin with.
