After thinking about it for a while, I've realized I didnt explain myself adequately enough, the differences between the Hard R-K Rin and Reactor Rin extend to more than what I've listed.
Example posts showing the differences of Hard R-K (post #6232629, post #4838465, post #4806397) and Reactor module (post #1068968, post #2955434, post #2615847) highlight the things I mentioned. And looking at the Pixiv tags (Hard R-K and Reactor) and a Google Image search for "reactor rin" and "hard r-k rin" shows there is distinction between the two with little overlap.
If these are still not noteworthy and visually distinct elements, I will concede and abide by the ruling. I also apologize for the wall of text detracting from the main point of this post and dragging this on.

- Hard R-K Rin has: detached sleeves that are black on both arms, white boots (as stated before), two hair ribbons tying off her twintails, and the chest has 3 prominent yellow ribbons attached.
- Reactor Rin has: a cropped jacket with black and white sleeves for the right and left arm respectively with yellow frills at the end of her sleeves, yellow high heels, a hair bow akin to her default bow but black and white, and has headphones and a pair of googles around her neck.

I think that's fair if you want to make a BUR to see what others think. Though, there are very few images in the Hard R-K pixiv tag, and several in the Reactor tag that resemble that outfit variant more, so I'm still unsure.
Ex: pixiv #39400899, pixiv #43497154, pixiv #35188833, pixiv #34060135, pixiv #17414118 - all of these are labeled only as Reactor.
It doesn't seem that artists make much distinction between the two.

Well, going to put it up for vote. My reasoning is stated in my post above.
If this goes through, I will garden the posts with the Hard R-K outfit.
