It sounds kind of weird to call it a hair ornament since at that point it's not in or on the hair but rather in the air. I won't pretend like I have a better name suggestion though or that it does in fact make perfect sense to call it a hair ornament despite floating off the character's head.
There is the floating headgear tag.
Floating hair ornament and floating headgear are the same thing, it's just that one happens to be used for Citlali and the other happens to be used for Murakumo. If we wouldn't do this when the tag is called floating headgear, we shouldn't do it when the tag is called floating hair ornament.

i gave these tags a closer look and it does feel like they both tend to be used for the same kind of thing, only difference being that floating headgear implicates headgear, is slightly larger, and tends to have a more technological lean. for example post #6007696 and post #6983660 depict a similar kind of ornament, but one got a -headgear tag and the other got -ornament.
is there something i'm missing here, and should something be done about this?

How about merging the two together if there already is another tag that functionally serves the same purpose?
Both in the case of floating headgear and floating hair ornament, there is one character that makes up nearly half the tag but the other half is other characters, so it's not lke these tags are exclusive to either character. Check the counts for floating_headgear kantai_collection and floating_hair_ornament citlali_(genshin_impact), as well as the negations.
Also, Citlali's headgear, and Genshin Impact's Natlan characters in general, are meant to have a "technologically advanced" feel to them. If it were someone other than Citlali with them, people would probably say they fit the other examples well enough. In that case, we don't need to make a carveout for her and just assume that no one knew about that tag before. I certainly didn't.
Headgear is a better tag name, besides the fact that its wiki states that it's also meant for things that are either on or around the head and don't necessarily have to be attached. Either way, it's definitely not a hair ornament because it's not in the hair. Having just one tag for this sort of thing, which is not an uncommon concept especially in Sci-Fi gacha games for example, would really help tagging-wise.
can't say i disagree, when i think of a hair ornament i mostly think of a small decoration that is relatively simple in its design, as it stands now a lot of the posts under floating hair ornament (minus citlali) don't fit this definition except post #8471326 or maybe post #6366649, but i don't know if that is nearly enough to justify the tag.
