Technically speaking, no. Per topic #25833, even if the character is literally a different character from another (Endfield's Gilberta to Arknights' Angelina, or Dragon Ball's Future Trunks to Present Trunks), as long as they look basically the same and people recognize that one is based on the other, then it's a go-ahead. Compare the Neural Cloud characters in the BUR with their originals and you'll see that all of them essentially look the same - only Rise might rise an eyebrow, but that's just because MG36 in her default has long hair; compare with any of MG36's short-haired skins and it becomes obvious.
For context's sake, I'll point out what sycer meant - Neural Cloud is set in a recently recovered server backup of the titular Project Neural Cloud, with the Commander having their consciousness digitized, now the Professor, and sent into the backup to help find out what happened and ensure it is properly recovered from within. Between when the project ended and when the backup was found, there's a gap of three years, meaning that any returning dolls from GFL1 in Neural Cloud are, essentially, past instances of those characters preserved from before they even joined Griffin & Kryuger in GFL1. Like if I made an exact clone of myself, froze him in ice back in 2019, and then thawed him out in 2022, we'd still be pretty similar, but a lot has happened for me in those three years that hadn't for him.
Putting aside whether or not certain returning characters are confirmed to be the same as their GFL counterparts, and not just characters of the same model, if Neural Cloud reaches its narrative conclusion, then inevitably they'll be preserved and be able to receive new bodies in the 'real world' again, and interact with their OG counterparts, ala alters interacting with their OGs in Fate/Grand Order. So if we're implying everything to the GFL1 chartags for the time being (with whether or not we want (girls'_frontline)
or (reverse_collapse)
as series tags left for later), then it absolutely makes sense to imply the NC alters to the GFL1 chartags like the GFL2 chartags.

My understanding is the GFL1 versions were essentially factory reset due to the events leading up to Neural Cloud, which is why the dolls were allowed to be repurposed for PMC use instead of returning them to their original roles since their minds and experiences were lost. As their personalities are essentially defined at the start of their lives, it's why their personalities tend to be similar despite the loss of their memories. As such your analogy would require that the non-frozen clone also suffered amnesia.

The point of Project Neural Cloud was establishing the ability to protect and recover the memories of dolls who may have suffered neural cloud damage so they didn't really have the ability to restore a backup of the dolls involved in the experiment. The experiment was slated to start in 2058. GFL1 starts in 2062, and Neural Cloud starts in 2063. Additionally some of the characters it'd have been hard for them to simply hand the dolls over to G&K for another experiment had they not been considered lost due to the earlier experiment. Centaureissi for example was technically free through a long term contract under her first owners, so the companies involved couldn't just give her away to a PMC as part of another experiment to test the dummy link system unless she had already been written off.

If this were the case, then M500 would've lost her animal trainer background that she had as Abigail, but in Maze Guess' Harmonic Simulation, Lewis tells her to "stop using your boring animal trainer analogies". Lewis' own occupation as a toy designer was hinted at in Maze Guess too, while LWMMG's background as an accountant is mentioned directly (Maze Guess in general is seen as the 'Neural Cloud crossover event', what with the non-AR Team dolls being ones that also appeared in that game). It wouldn't make sense to factory reset dolls whose backgrounds could have use in PMC contexts, especially ones that involve interacting with the public, since you'd be getting rid of the practical experience they had learned too
The only thing that can be said for certain is that the dolls which appear in Girls' Frontline that also appeared in Neural Cloud have no memory of the project, and that IOP passed over to G&K their backups probably from before they were dropped into the project, and even then only some of the dolls (since again, not all the returning dolls in Neural Cloud are currently confirmed to be the same doll from GFL, with it only assumed to be of the same model at minimum). Any other difference, unless explicitly stated to be otherwise, can be argued to just be writing differences/inconsistencies or similar between the games themselves, like how Ksenia's hair is purple in Neural Cloud but starts out brown as Stechkin in GFL (or if you wanted to think of something, manifestations of each doll's neural cloud coping with their new commands under G&K).
Regardless, I didn't want to get into the weeds of this because for Danbooru, none of this information really matters. It only mattered in so far as explaining the situation with the Neural Cloud versions of characters, and what I said earlier was sufficient for those not in the know (which is most of the site), but for tagging purposes it matters less. As it stands, in terms of tagging, something like Dushevnaya (Neural Cloud) and Dushevnaya (Girls' Frontline 2) are essentially the same, because we're dealing with the same base character of KSVK (Girls' Frontline) even if their relationship to said character is different.
