Converting visual effect pools to tags

create implication film_grain_abuse -> film_grain

These two pools were brought up in the Discord, and I agree with the sentiment that they should be tags. It will also have the additional benefit of being addable to blacklists. And since they inherently have the thing they're abusing, implications to go with as well.

I would call this something like heavy chromatic aberration/heavy film grain to use a less pejorative name.
