I don't think we normally imply fan OCs unless they're drawn by more than just the original artist. There are various Touhou OCs that don't imply the original character because they're just a single person's OC, for example.

You mean the cookie_(touhou) characters? I looked at a few, and the vast majority of posts with the OCs also have the tag of the base characters. The only exception I found so far is post #8392879 (it just shows the eyes), and I don’t know if leaving the base character tags off of that one is correct.

Is there a situation besides that where we would tag the OC variant and not the base character? If not, then why shouldn’t there be an implication?

I mean things like Mouse Marisa (Yuasan), Catchouli (Hazuki Ruu), Kazami Youka (Yokochou), Shimamura Youmu (Unadare), Uniqlo Udonge (Unadare), Flan-maman (Goma), Patchouli Knowledge (crr001), Patchoung (Aoshima), etc. There are a bunch of random OCs made by individual artists and I'm afraid of opening a can of worms in terms of having every random person's OC imply the character they're based on.

We do have others like Hata-tan (Rui (Hershe)), Puru-see (Hoshizuki (Seigetsu)), and Inu Sakuya (Nejikirio) that we have done, but that's usually when a character has some degree of uptake or notoriety beyond just the original artist.
