We have two tags for this concept, they should probably be combined. I think "small dragon" is better to make it clear it's not meant the same way "mini person" is.

I was thinking that mini dragon could be repurposed to refer to especially small dragons, small enough to be held in the hand or smaller. Ex: post #5090897, post #6902138, post #7787411.

I wouldn't be opposed to a tag for that, though I feel like "micro dragon" would be clearer
We discussed this a bit in Discord, and I feel that the best categories would be:
1. Dragon that is larger than a person, ie Toothless, Smaug, etc. The bread and butter of the basic dragon tag.
2. Dragon that is smaller than a person, but not so tiny that undersized_animal should necessarily apply. Generally the size of a large dog down to a small house cat or rabbit.
3. Newly hatched dragons. Baby dragons should be covered by 'dragon' + 'baby_animal' (which is clearly a massively underutilized tag, but that's a separate issue). No need for their own tag such as puppy or kitten.
4. Tiny dragons, ie dragons so small that undersized_animal absolutely applies. In Discord, we felt that pocket-sized was a good upper limit on this size. This could be mini_dragon, as GreyOmega suggested.
And, of course, the whole point of this BUR is that all of those are dragons and should be tagged as such.

I went through these tags and found it very difficult to draw a line between mini dragon and small dragon in the usual case where the dragon isn't literally being held in the hands. It would be better to use tags like dragon on hand for this.
