Note that unless you specifically want unrestricted uploads, there's no particular reason to aim for Contributor. If all you want is a higher tag search limit, Builder gives unlimited tags, along with all the other benefits of Gold, and is easier to reach than Contributor.

Yep. I managed to get builder in a month with zero uploads via tag gardening and artist entry updates.

Tag gardening is adding and changing tags to posts. One useful way to garden tag is to remove deprecated tags from posts and add more applicable ones. Have a look at topic #30163.
Artist entry updates is updating links for artists. Look at artist #202098 and see the links they have. Some artists may have missing links, so updating them is a useful contribution.
Becoming a builder is not something you ask for and isn't automatic. An admin manually promotes users every couple of months or so, and we call it a promotion wave.

You can't literally just upload a million images because of the upload limit. If you're really aiming for contributor, then you need to look not just for any art, but for art that looks good enough to get through the modqueue to keep your deletion ratio sufficiently low, and you also have to tag the copyright, characters, the main features of the image you're uploading and optionally make a new artist tag if the artist you're uploading doesn't have one yet. It's not hard to upload enough to get promoted to at least builder, you'll only need like a thousand posts at most, but it's still gonna take you some time.

You got to contribute illustration finds that are at least on topic and nice looking. Nice is subjective, but most people here know it when they see it.
