By my reading of the wiki for the two, both tags are for use when foreground elements are colored, but monochrome_background permits any color of background, including grey, while colored_with_greyscale_background is the specific example of a grey background. At the very least, there should be an implication here, since greyscale is a subset of monochrome.

My comment was referring specifically to the following part:

The background might even be left partially or completely uncolored.

While it's true that this has been in the wiki for about 6 years, Ourobouro just adapted it when rewriting the wiki, it doesn't make sense to have given how color is handled elsewhere.
