I'd argue this is more similar to hand_on_own_hip which we don't implicate to hands_on_own_hips as being visually distinct poses.

Agreed; they're not the same thing.
The tag was created with the intent of NOT using bare_shoulders alongside with it.

I've always considered them somewhat separate. The examples you give are clothing, single bare shoulder a lack thereof, and hand on own hip a pose. At least for me that helps with the apparent lack of consistency.

If we consider them as separate categories, then sure, but I was looking at it as a general rule where the singular tag is a subset of the plural. Anyway, I don't think this is worth arguing over, if everyone has already made up their minds.
