I don't rarely care about pee fetishes, but are these really the same thing always? Should someone seemingly about to use a toilet really be tagged with have to pee? My admittedly limited understanding of the "girl about to piss herself" fetish would make me think someone just using the bathroom normally or about to engage in "watersports" fetish isn't what someone using have to pee is looking for.

In any case, Vigil is correct. The have_to_pee tag is for someone holding it in, which is the complete opposite of a typical imminent_peeing post. For example, while the character in post #5859382 might technically have to pee, it's a very different fetish from post #8191046. I don't want to see the former in a have_to_pee search.
Even so, there would still be some overlap between the two tags. post #6813777, while uncommon, is a prime example of both fetishes being present in a single post. It's also an example of imminent_peeing peeing solo, which is a group of tags you might have reasonably assumed would be mutually exclusive.
The bulk update request #32290 (forum #310296) has been rejected by @Hillside_Moose.
