Same artist. The Ichikawa name hasn't been used since 2023 for Twitter and 2015 for Pixiv and seems to have been a way for the artist to put their nazi and military themed art away from their main account. There is crossover though post #2132299 for instance is sourced from one of the Ichikawa Tumblr links (rip) but is also on their main twitter which is how I found the other artist tag in the first place. Also while their Twitter is very nazi-themed the older abandoned pixiv account does have similar non-nazi splatoon and mega man art which is similar to their main account.
In summery these two accounts should be combined its not a complete nsfw-sfw dichotomy or anything like that.
