Not really the same thing. Based on the appearance and definitions, browline glasses are full frame/rim glasses with a thick upper rim. Danbooru's Over-rim eyewear are semi-rim glasses with no rim/frame on the lower part of the lens. Googling "browline glasses" and you'll see in the images that the frame/rim goes all the way around the lens. Of particular note, over-rim_eyewear implicates semi-rimless_eyewear, but browline glasses would be best identifiable by the presence of a full rim around the lens and that the upper rim is noticeably thick.

I do see your point here, but within the level of glasses detail many images have + subtlety of some designs it can be pretty difficult to differentiate. Maybe worth a tag of its own (maybe post #4119435 and/or post #5039174) but also very hard to distinguish with the difficulties of portraying edges of transparent lenses.
(On a related note, horn-rim eyewear does not necessarily describe over-rim eyewear despite its wiki)
For the cases where it is distinguishable, it should be it's own tag and not lumped into the other simply because of those you can't easily distinguish. For those you can't distinguish you should simply tag them over-rim eyewear to begin with. Especially given that where you can distinguish a full rim, they shouldn't be tagged semi-rimless.
