A tag with its only description being the pixiv tag, which is also used for quadruple amputee.
This tag is useless as it describes a medical condition, which falls under quad amputee's defintion of loss of limbs due to traumatic injury or, in this case, disease.
The other option is to rewrite it to be solely about underdeveloped limbs.
