Deprecate Powder

BUR #29187 has been rejected.

Pointless and ambiguous tag. At first I thought this was for cosmetic powder, but the tag is applied to any kind of powder, like flour, gunpowder, or powder puff. So I think this tag should be deprecated.

It needs a deprecation wiki then. At a glance I can see several things that we don't currently have a tag for, like gym chalk (post #7731185, post #7548996) or whatever post #2998997 is.

What's the green stuff in post #7728937 supposed to be tagged as? It probably has a name from the text on the bottle, but shouldn't unique substances like that have a tag?
