If I understand these tags correctly, assertive female would be used if the post is too mild for femdom, so they should in theory be mutually exclusive for the same pairing. Could some lolidom posts fall under assertive female instead of femdom?

Well it could, since we don't have assertive loli. But I think every post I seen under lolidom was clear femdom.

exhentai has this tag but they call it "smalldom" and stick both shota and loli into it. Do we want to do a similar thing?

If we want people to tag it on any size_difference yes.

I rather lolidom and shotadom be distinct, since lolis are very different from shotas.

Our distinction between assertive_female and femdom is already muddied, I don't know if there's any point in saying "this image about a child sexually dominating an adult is achtually just mild domination".
