Same artist based on the identical chibi style (i.e. the heart in mouth style quirk present in drawings of both), overlap in interests, and Henyomen appearing not long after Garubegaru deactivating.
Merging because now there is concrete evidence that both entries belong to the same artist, post #8052202 commentary mentions that this is a redraw of an older artwork they uploaded on a different account and indeed if you saucenao this drawing, you can see that an almost identical one was uploaded to Garubegaru's Pixiv in the past.

So around the end of 2023 this artist nuked their Twitter account (which the arttag was named after), but they resurfaced shortly thereafter under this new name. They are 100% the same based on style (post #7023250 old account - post #7165640 new account) and interests (Ado and darker themes).
This bur uses the romanization in their new Twitter handle, but qualifies it because it may be ambiguous with the "normal" romanization of gunjou.
Way too large of a tag so I can't approve it.
