Rename tag to hibana

BUR #30362 has been rejected.

create alias shimatani_azu -> hibana_ztlv

The artist doesn't use that name anymore and requested a change

I've already requested an alias, but it requires an admin to approve: forum #299767

Is it because the new tag doesn't exist yet? Try adding it to one of this artist's posts as a new artist tag. You should be able to approve it then.
