Remove hugging tail

I'm not really sure how to do the update, but should hugging_tail exist when hugging_own_tail and hugging_another's_tail are tags?

Since either of those two tags could apply to hugging tail posts, neither an alias nor a rename would be appropriate. This tag needs to be manually gardened.

We have hugging own tail, hugging another's tail, and tail wrap. Why we need this tag?

remove implication hugging_another's_tail -> hugging_tail
remove implication hugging_own_tail -> hugging_tail
nuke hugging_tail

Do we need a BUR to remove the implications too, or is that done automatically when a tag is deprecated?

Edit: I added hugging another's tail, hugging own tail, or tail wrap to most of the hugging tail posts that didn't have any of those tags. There are a few banned posts remaining, so the appropriate tags should be added by an Approver or higher before this BUR is approved.

Do we actually want to deprecate hugging tail though? We typically deprecate in favor of own/another's because something like, say, hugging_own_legs vs hugging_another's_leg is pretty different both thematically and visually, but in this case it's just characters hugging tails.
