Switch Suzuhara Nozomi's tags around

BUR #27430 has been approved by @nonamethanks.

rename suzuhara_nozomi -> suzuhara_nozomi_(artist)

To me, it doesn't make much sense that Suzuhara Nozomi with no qualifier is the artist tag. After all, she is a voice actor first, and an artist second.

I already did this manually for Homoto Akina, but for this one i cba to move them all I already did a BUR for voice actor renaming (forum #275967) involving this very tag.

Another example. Has this always been the case, using no-qualifier tag as the artist tag despite being more prominent as a voice actor?

The chartags are probably qualified because the arttags are older.

I'll add a qualifier to the artist tags but I see no point in removing it from the chartag, especially since they're of similar size.

It would be consistent with how we tag vtubers who are also artists, for one. As it stands now they look like two different people if you don't read the wikis.

If we move a qualifier from one tag to the other the only thing we're doing is moving the ambiguity and the problem to the other tag, instead of removing it, especially with tags like these that are both super small.
