Rename steel_ingot for versatility.

BUR #28035 has been rejected.

rename steel_ingot -> metal_ingot

The problem with "steel" naming is viewers cannot tell apart from what metal the ingot is made of (not always iron), since almost all metallic elements appear silver/grayish.
Requested renaming to improve searchability among other metal_* gentags. Since we are going to deprecate metal itself (topic #27802).

I think this should be better separate for metals other than gold.
I also wonder if this should be renamed simply "ingot" in order to be applicable to non-metals as well.

Good suggestion. Despite I would prefer metal_ingot for other metals which are not the more recognizable, more common gold.
Requesting alias for consistency with this ingot tag and preventing further duplicates.

The bulk of gold bar consists of good delivery bars, which are a specific standard and referred to as "bars" because unlike ingots they have very specific requirements.
